The Failure of the 28-Clause Ceasefire Plan for Ukraine: How Peace Negotiations Continue to Falter

Europe felt a moment of respite on Monday, as the tension sparked by the presentation of a new 28-point plan for achieving ceasefire appeared – momentarily – to have been defused. A Washington representative spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its countermove: an extensive attack of rocket attacks on Kyiv.

The Pattern of Diplomacy and Destruction

The sequence of opposing developments captured the bleak nature of the current period. By day, diplomatic battles are waged: positive announcements are issued from multiple capitals. Considerable effort is devoted on managing specific proposals. By night, the Kremlin brutally reminds the world that, for them, military action persists as the primary tool for achieving "peace".

Nighttime Reality

As the offensive unfolded into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was revealed. Ukraine is capable of detecting rocket firings from enemy soil, a ability enabled by timely intelligence. From witness perspectives, defense planes that had been dispatched to intercept incoming guided weapons flew past – modern combat jets supplied to Ukraine by NATO members.

Moments later, Kyiv's missile defense thundered: defensive missiles targeted at a incoming threat. This was a advanced protection mechanism at work, presumably provided by partner states. Every deployment creates sudden vibrations, causing tremors. The instant of fear quickly gives way to grim resignation: maybe the hostile projectile won't strike its target this time, protecting urban areas from catastrophe and another blackout.

Persistent Threats

Soon after, a large-caliber weapon opened up on a unmanned aircraft close by, part of a defensive team – almost certainly imported technology. Regrettably, the bullets missed the hostile drone – it pressed on overhead toward its destination.

Intermittently, this carried on until dawn. Kyiv awoke to the morning news: several casualties, destruction and utility failures in numerous residences as a result of the nocturnal offensive. As typically, everyone still continued their routines – enduring hostilities. But those entire period encapsulated Ukraine's essential dependence on Western support – a reliance that neighboring countries are demonstrably unable to substitute in the immediate future.

Ineffective Peace Efforts

The comprehensive proposal from US administration sparked intense emotion, debate and serious worry – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and international summits.

Every new proposal from US leadership follows the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, effectively counters. They contain the crisis but never actually achieve victory. This cycle will, no doubt, endure.

Tactical Assessments

It is easy to blame specific actors of consistently pushing Moscow's conditions. But that does not seem to be the complete picture. American leadership functions according to a premise well known to experienced diplomats: you cannot win at the negotiating table what you have failed to defend militarily. The American government presumes that it is unfeasible to compel Moscow to abandon the areas that it already controls in Ukraine's south or east.

The issue is that while accepting these circumstances, Washington does nothing to discourage Russia, through words or deeds, from assuming that the status quo will not shift further in its favour in the months ahead.

Conflicting Perspectives

Therefore, the Kremlin is confident that the clock favors them – that Ukraine and its partners are approaching exhaustion. Their incentive to agree to terms that does not give them the largest achievable advantage is virtually nonexistent. There may be many attempts to end hostilities, but they will persist as long as Russia's leader remains highly assured in the conclusion.

On the contrary, Kyiv believes that Ukraine can still persist, gradually sacrificing lives and land but avoiding a complete military breakdown until situations evolve in its favour.

Existing Situation

Factually, there are no genuine requirements for a ceasefire. Now, subjective factors are becoming relevant: political desires to mediate resolution and achieve global acclaim, and Ukrainian leadership's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the flag against any proposal Kyiv finds unacceptable, so that their focus does not shift toward homefront challenges. And although their objective will now be significantly challenging after current events, it remains quite doubtful that this will alter their fundamental strategy.

These conflicting dynamics are guiding negotiations.

Assessment and Future

It took a only one week to kill the suggested clauses of the most recent proposal. Forceful and unpredictable management of the matter by US administration, resistance by Ukraine and the other European countries, along with calming attempts of negotiators, and finally, recent disclosures, all did their job.

While new proposals based on previous concepts are approaching, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are founded on Moscow's terms and show certain reluctance to alter the situation, if they stand together and improve their protective measures at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the predictable period, primarily depend on continued Western support.
